Niagara Falls was one of the most popular tourist attractions of the 19th and early 20th centuries. Just like today, visitors loved to come home with souvenir photos. Around the turn of the century, some photographers were able to insert tourist portraits into stock photos of the Falls- typically parts of the Falls that were dangerous and therefore inaccessible to tourists. If you look closely at the couple in this photo, you can see how neatly this pre-photoshop trick was accomplished.
